MUST HAVE:
  • NJ RN license.
  • MSN, preferably in Psychiatric or Mental Health.
  • Behavioral/mental health leadership experience, preferred.

Supervises, coordinates, and directs Nursing Service 24 hours/7 days a week for Cornerstone Behavioral Health Hospital of Union County. Develops and implements programmatic plans, including performance improvement activities and compliance with current regulations. Develops and administers comprehensive Behavioral Health Programing that responds to patient demographic needs and support the organization's overall mission, philosophy, and goals. Responsible for the direction of overall nursing care on these inpatient service units and will serve as the backup to the Hospital Administrator in his/hers absence.

Responsibilities

  • Directs and evaluates the overall operations of the Nursing Services Department/Hospital. Supervises the RN Charge Nurses, RN's, and IA's for the psychiatric hospital.
  • In the absence of the Hospital Administrator direct all administrative services of Cornerstone Behavioral Health Hospital of Union County.
  • Oversee with Hospital Administrator the development and implantation of programs and policies for patient services, quality assurance, public relations, and department activities.
  • Work with the Hospital Administrator and the Admission Team on admissions.
  • Assist Hospital Administrator with reviewing and developing policies for Cornerstone.
  • Attend departmental and other Hospital meetings on program support issues.
  • Accepts responsibility and accountability for administrative decisions in relation to personnel utilization, nursing services, impact of change on operation, disciplinary situations or other unique occurrences.
  • Responsible for client care staff and their provision of inpatient psychiatric services.
  • Participates in strategic planning process to evaluate and prioritize programming for the Nursing Services Department/Hospital.
  • Prepares annual departmental action plan consistent with institutional goals and objectives.
  • Establishes standards of practice, policies and procedures in relation to nursing services delivered. Demonstrates clinical acumen in establishment of patient care plans as prepared by staff.
  • Identifies educational needs of nursing staff in consultation with the Nurse Educator. Trains staff in specific clinical skills as needed.
  • Works with other department managers to ensure continuity of quality care to all clients.
  • Develops staffing patterns to ensure quality nursing care is rendered and a safe, therapeutic ratio of clients and staff is maintained.
  • Initiates, defines, and updates policies and procedures for the Nursing Services Department/Hospital.
  • Ensures Nursing Services Department meets licensure requirements for the State.
  • Supervises, advises, and provides counsel to supervisory staff reporting directly to the position. Provides consultation in the evaluation of personnel indirectly responsible for. Completes performance appraisals for direct reporting staff.
  • Participates in administrative staff meetings; provides input and information; serves on committees as required and/or requested.
  • Interviews and recommends appropriate personnel for hire and promotions.
  • Utilizing a client acuity system to determine staffing, monitors nursing services staffing schedule to provide adequate coverage and quality nursing care.
  • Directs staff on emergencies and problems on an as needed basis; provides assistance to staff when necessary.
  • Meets on a monthly basis with nursing staff to provide current update on Nursing Services and Administrative policies; discusses staff concerns, etc. Documents the minutes of these meetings.
  • Administers budget, practices cost containment, and documents deviations from budget when appropriate.
  • Develops annual Quality Improvement Plan.
  • Understands and abides by all departmental policies and procedures and is knowledgeable and complies with federal, state, and local laws that govern business practice as well as all accreditation standards that apply to the position
  • Maintains monthly monitoring of Quality Assurance standards and initiates corrective action plans when necessary.
  • Develops annual outcome measurements of patient course of care.
  • Reviews, documents progress, and adjusts when necessary departmental goals and objectives, Quality Assurance standards, and educational plan according to established time frames.
  • Attends scheduled in-service and mandatory in-service. Communicates ideas to supervisor for safer layout of equipment, tools, and/or processes.
  • Reviews staff performance appraisals completed by staff RN's to assure quality staff performance
  • Initiates staff participation in resolving problem areas and/or trends as identified by Risk Management/ Safety Coordinators
  • Applies disciplinary procedures appropriately and consistently while maintaining accurate documentation of all personnel-related actions, decisions, discussions, and terminations.
  • Monitors utilization of all professional and/or ancillary services to maximize client services.
  • Maintains the confidential nature of client and business information.
  • Leads or participates in staff meetings, attends in-service and outside agency training sessions.
  • Completes and maintains necessary documentation according to applicable requirements, codes and policies.
  • Maintains collegial relationship with contract counties.
  • Performs related functions as assigned.

Qualifications

Licenses and Certifications:
  • Licensed by the New Jersey Board of Nursing
  • Must have BLS certificate upon hire and maintain current.
  • Knowledge, Skills & Abilities
    Knowledge of psychiatric nursing theory and practices, and of current trends and developments in psychiatric nursing care.
  • Knowledge and skill in principles of administration/management.
  • Knowledge of Title XVIII and XIX, CFR 482.60, 482.61 & 482.62, DHS 34, and other federal, state, and local regulations and standards which govern the operation of mental health programs.
  • Knowledge of human services system and organization.
  • Knowledge of labor/management relations and practices.
  • Knowledge of and ability to utilize a computer and the required software.
  • Ability to maintain emotional stability and competence in stressful situations.
  • Ability to work with minimal supervision and act independently.
  • Ability to communicate and interact effectively both orally and in writing to a variety of groups and individuals.
  • Ability to make decisions regarding inpatient services, policies, and problems.
  • Ability to follow oral and written instructions.
  • Ability to establish and maintain effective working relationships with staff and the public.
